WOW! UK property prices are UP! Time to buy?

The base rate hits its lowest point since the formation of the Bank of England - delighting anyone with a tracker mortgage (and a job) - sterling shoots up and UK property prices are UP!
So, is this the first signal of the turn around every dedicated property investment believer always knew would arrive?
It seems so hard to believe after the gloom that perhaps it needs repeating - UK property prices UP for January! At least they were, according to the latest Halifax data. And not by a piddling amount, but a full 1.9%. The first rise in almost a year.
