I wanted to see a bit of Albania firsthand and ended up in Tirana for a day last week. Here are some impressions. Bear in mind that I really don't have a clue when it comes to evaluating a potential site. Nor do I read or speak a word of Albanian. So don't quote me. The city is dusty/dirty, lots of folks on the street with apparently little else to do, yet plenty more also clearly out there just getting from point A to point B. There are a surprising number of trees along the streets near the center. I spent most time afoot south of and in the center, which is the most expensive part of town to buy in, it seems. Talked with some lawyers and some expats about buying and legal pitfalls. One expat put it: the low-hanging 80% of formerly clouded titles may be resolved, the remaining clouded 20% tend to cluster in Tirana and near the coast. I did not visit the coast. 1.5 lawyers told me clearly that buying land near/on the coast would be fraught with uncertainty (not to mention, expensive). Besides talking with a few lawyers briefly I sat down with two property agents, one called "Ese2Ese" in Blokku ("Block area") on Ismail Qemail, one named "One" on Zhan d'Ark Blvd on the north side of the river. Intermixing secondary market and new builds, current prices in EUR/m2 were estimated by the agents according to the following central city sectors (no costs obtained for the periphery, which is a big and growing area, as I seem to have read somewhere): 700-800 NW, SE & West 600 NE 1200-1800 Blokku & East to Elbasanit street I saw some rental postings on the wall at "One" but did not discuss, so take with an extra grain of salt. It appears that residential rents are in the general range of 3.5 to 6 EUR/m2/month. I did see one posting at about 10 EUR, was not certain that it was residential. Among other uncertainties, it may be that the listings were for the immediate neighborhood and not reflective of the larger city.
