The limit is 380,000 Ron, not 100k Euros & exlcudes VAT, car parking spaces & other costs, It is purely for property under a given usable floor size (250m or so, from memory) & aimed at 1st time buyers.

There are many alternative law firms in Bucharest, & you might find them more affordable, especially for cases this size. Two that I hear do a good job, from clients in your position are: andrei@tarusiasociatii.ro & elena.robitu@yahoo.com, who work for 2 unconnected law firms.

I know & can vouch for the latter person, but not the former, personally. However, others speak well of both.
